The Healey-Driscoll Administration, through the Massachusetts AI Hub initiative, deployed a ChatGPT-powered AI assistant to nearly 40,000 Massachusetts executive branch employees beginning in February 2026, making Massachusetts the first U.S. state to deploy the tool enterprise-wide. The assistant is intended to help employees draft documents, summarize reports, and research topics relevant to their work.

Following a competitive procurement process, the state contracted with OpenAI (via Carahsoft Technology Corporation) to deploy ChatGPT within a secure, walled-off environment where state data is protected and employee inputs do not train public AI models. The rollout is phased, starting with the Executive Office of Technology Services and Security (EOTSS), with other agencies onboarding over subsequent months. Use is governed by the TSS Privacy Office; human oversight is explicitly required before using any AI output in official work. The contract cost ranges from $1.56 million to $3.36 million depending on employee uptake. The MA AI Hub website hosts training materials for employees using the tool.
