The DCC is designed as a public-private infrastructure for data sharing, allowing researchers, startups, state agencies, and academic institutions to access governed datasets and generate synthetic versions of sensitive data—artificial copies that preserve statistical patterns while removing identifying information. The RFP (solicitation No. 2026-JAII-01, issued August 2025) evaluated vendors on architecture design, metadata management, security and governance frameworks, synthetic data generation capability, and AI fairness. Healthcare is listed as a top priority sector. Awardees of the MA AI Models Innovation Challenge are required to contribute artifacts to the Data Commons.
